No doubt, that is the pro & cons of these two systems. For the Chinese system, the burden is on the leadership of the teachers. The US system put the burden back to the students. It is not efficient, the failure rate is high but if the nation can afford that, a new idea can advance the humanity and compensate the loss.
It would be wonderful if we can get the best of both systems.
BTW, My personal opinion, it is much easier to teach the rules but imagination and creativity only come from encouragement. Noone like failure, from day 1 we all being taught to avoid mistakes. But as I grow older, I feel that without making mistakes, life can be boring. Only by stepping out one's comfort zone, one can feel the pain of failure and joy of success. With time, the hurt from the failure will faint, but the sweet memory of discovery will stay on.
